Development of Rapid Decision Support Tools for setting Resource Condition and Management Action Targets

Client:

Various Victorian Agencies

Project Description:

The Rapid Resource Condition Decision Support System (RCC DSS) and Rapid Management Action Decision Support System (RMA DSS) use semi quantitative, risk based approaches to set irrigation related targets and have been developed as part of the implementation of the Memorandum of Understanding for Irrigation Drainage Management and Water Quality (IDMOU). The IDMOU has been signed by North Central and Goulburn Broken CMAs, Goulburn-Murray Water and the EPA in the northern irrigation regions.

The RCC and RMA follow a 14 step process that identifies water quality and irrigation drainage related values and the key threats to these values. Based on this, performance indicator targets are set for resource condition and management actions taking into consideration monitoring limitations, and social, economic and environmental restrictions.

Trials of the RRC DSS and the RMA DSS have been undertaken by Hydro Environmental on the Lower Broken Creek catchment to test the processes in practice. In addition to these, the RRC DSS has been applied to the whole of the Broken Creek catchment by Hydro Environmental. Hydro Environmental is now in the process of applying the RMA DSS to the whole Broken Creek catchment, using the output of the RRC DSS and modifications to the process as identified through the RMA DSS trial. The Broken Creek catchment is the first area for which the RMA DSS will be formally applied in the Goulburn Broken Catchment Management Authority (GBCMA) region.

Key Skills Applied:

Catchment and land management practices, water planning and management, risk assessment, project management, report writing, workshop facilitation.
