Emergency Water Supply Points Program Audit

Project Description:

Given the heightened drought conditions in 2006 and 2007, DSE oversaw a suite of works to provide emergency water supply for Domestic and Stock (D&S). To deliver needed D&S water supply, the Program was initiated to:

  1. Upgrade and enhance the Emergency Water Supply Points (Supply Points) network. These Supply Points make water available at specific sites around Victoria, from either a bore or standpipe, for D&S purposes.
  2. Provide a telephone information service on the availability of suitable groundwater for people intending to drill a private bore for D&S purposes.

Hydro Environmental was engaged to evaluate the Program’s achievement of its objectives, and to oversee a reconciliation of the works completed by water authorities. This involved:

  1. Reviewing the Program, and making recommendations for improvement on the following:
    • meeting objectives
    • roll out of the Program
    • the effectiveness of the Program governance structures
    • ongoing access beyond 2006-07
    • ownership and financial accountability
    • maintenance of the infrastructure
    • satisfaction of stakeholders or authorities with the implementation of the program,
    • the success and value of the Information Service
  2. Oversee a financial reconciliation of the payments made to water authorities and the works completed cross referenced with the DSE web site www.water.nrms.net.au, including:
    • Invoices DSE paid received from water authorities
    • Invoices to water authorities for works – pumps, plumbing, inspectorial
