Project Description:
One of the Victorian Government’s obligations under the Murray Darling Basin Agreement is to maintain two registers which progressively record the impact on River Murray salinity of actions which have significance in the River Murray at Morgan. The two registers, A and B, are operated by the Commission and are the primary record of the jurisdictional accountability for salinity debits and credits in EC and economic terms. These registers are to be replicated at a Catchment Management Authority scale.
Register A lists actions that have occurred after the baseline date (1 January 2000 for Queensland and 1 January 1988 for the other states), their EC effect at Morgan, their cost outcomes and the debits and credits attributed to those actions.
Register B records, for each tributary valley, debits for actions that occurred before the baseline date, their EC effect at Morgan, and their cost outcomes. Hence Register B addresses the 'legacy of history' or delayed salinity impacts that will have future effects. It also records credits for actions taken after the baseline date that will offset 'legacy of history' impacts.
Hydro Environmental was engaged to prepare these Registers for the Goulburn Broken CMA and to prepare a related Procedures Manual which is to provide guidance to the Managers of Salt Reporting and Administration in the GB CMA.
