Irrigation Drainage Memorandum of Understanding Target Setting

Project Description:

As part of the continuous improvement in the management of irrigation drainage in northern Victoria, Hydro Environmental developed an agreement between the key Government agencies involved in managing water quality impacts of drainage on receiving waterways. This agreement referred to as the “Memorandum of Understanding on Irrigation and Drainage Management and Water Quality” (IDMOU), details the roles and responsibilities of each of the signatory agencies (EPA, DSE, G-MW, GBCMA and NCCMA) and has been based upon the regulatory policy framework that currently exists in Victoria.

The IDMOU also includes certain actions to be undertaken by each signatory to the Agreement. These actions include the preparation of Operational Management Plans, and setting resource condition and management action targets within waterways and at drainage outfalls to those waterways.

Hydro Environmental has since been given the task of developing a risk based Decision Support System (DSS) to enable these targets to be set. The DSS will enable stakeholders to identify high risk water quality issues and high risk drainage outfalls, and set appropriate monitoring requirements and realistic water quality targets based upon triple-bottom line considerations.
